Each Tandem substitute file includes documentation required for licensed DCF child care programs, including:

Level 2 background screening with Clearinghouse eligibility
Employment application CF-FSP Form 5131 with verified five-year employment history
Florida Affidavit of Good Moral Character
Florida Child Abuse and Neglect Reporting acknowledgement
DCF training transcript, including: Child Care Facility Rules and Regulations training, completed by employment start date
- 40-hour introductory training, completed within one year of starting trainings
- Safe Sleep and Shaken Baby Syndrome training, completed within 30 days of employment
- Early Literacy training, completed within one year of employment
First Aid and CPR certification, when applicable
Education verification such as high school diploma, GED, associate's, bachelor's, or master's degree, when applicable
School Readiness training documentation, when applicable

Do I need to add a Tandem substitute to my Clearinghouse roster?

Yes. Providers must add the substitute to their Employee or Contractor Roster in the Clearinghouse within 10 days of hire. To ensure full compliance, we recommend adding them before their first shift. Set the start date as their first shift and the end date 10 days later. If the substitute continues working at your program, you can adjust the end date accordingly.

Are Tandem substitutes compliant with state licensing requirements?

Yes. Tandem follows state licensing requirements for early childhood education programs set forth by Florida’s Department of Children and Families. Substitutes complete required screenings and documentation before becoming eligible to work. When a substitute books a shift at your center, their compliance documentation is available digitally in the Tandem portal for you to review and store in your personnel records.

How should I prepare for a substitute's first shift in Florida?

Before a substitute’s first shift:

Download and print the substitute's full file from the Tandem portal
Store the file with your other personnel files
Add the teacher to your Clearinghouse roster within 10 days of hire. To ensure full compliance, we recommend adding them before their first shift.

For example, if you post a job at $15.60 per hour, Tandem adds $5.46 per hour, bringing the total to $21.06 per hour. There are no sign-up fees, subscription fees, or buy-out fees. Once a substitute books a shift with your center, their full compliance file becomes available in your Tandem portal. You can download the substitute's file before their first shift to print and store alongside your personnel records or provide during licensing inspections.

What if a substitute is not a good fit for our center?

We encourage centers to provide feedback through reviews after each shift. If a substitute is not a good fit for your program, you can block their profile in the Tandem platform. Once blocked, that substitute will no longer be able to book shifts at your center. Your feedback also helps us support substitutes in improving and maintaining high standards across the platform.

Can I request teachers with specific education or credentials?

Yes. When posting a job, you can specify the qualifications you prefer, such as:

Higher-level education including early childhood education degrees or CDAs
Previous child care center experience
State-specific credentials or training

Substitute profiles include information about their education, experience, and certifications so you can make informed booking decisions.

Do I need to sign a contract?

No. There is no contract required to use Tandem. You can post shifts and request substitutes whenever you need support, with no minimum usage requirements.

How quickly can I get coverage?

You can post a job whenever you need coverage, even last minute. Once a job is posted, we notify available substitutes in your area and work to match you with a teacher as quickly as possible. Many shifts posted the same day are successfully filled.
